EIG/BPA Firework “Mortar” Meeting – 3rd July 2007 – Centre Point
Following the successful meeting at Derby last year and as promised, EIG and BPA have arranged a day’s seminar on all aspects regarding the use of mortars and mortar racking systems in professionally fired firework displays. The meeting will be held at Centrepoint, London on 3rd July 2007 and to which you are invited. The meeting will be open to the whole professional firework display industry but with priority going to EIG and BPA members.
Places may be limited by the size of the room available – please book early.
There will be a nominal charge (£20 +VAT per head) for BPA/EIG members – non-members will be charged £40 + VAT per head to cover expenses. A light lunch will be provided.
We are in the process of finalising the presentations and speakers, but the outline format will be likely to include the following topics:-
Design and use of mortars and review of mortar failures
Review of accidents from shells at professionally fired firework displays
Design and use of mortar racking systems – presentations by the Health & Safety Laboratory and by Kimbolton Fireworks
The risks associated with firing shells – a semi quantified assessment – and evaluation of the costs and benefits of change
Ways forward – what could, or should be done
Both HSE and HSL will be represented at the meeting, and we hope that the meeting will both serve to update the widest industry on recent accidents, developments and research, and to enable both industry and enforcers to have a common understanding of the problems and any possible solutions for the future.

This document is being published by HSE on behalf of the Government. We believe that the issue of societal risk around onshore non-nuclear major hazard installations is one that justifies public consultation. We are inviting those who could be affected to help us develop policy in this area.
The document briefly describes what we mean by societal risk, what has prompted us to consider the issue now and seeks views on the principle of integrating it into management of major hazard sites and into decisions on land use around such sites. We would like you to read the document, consider the proposals we are making and give your answers to the questions we have presented.
