EXPLOSIVES CLASSIFICATION DATABASE LAUNCHED
15 September 2003
Today, the Explosives Industry Group of the CBI (EIG) and the Explosives Inspectorate of the Heath and Safety Executive (HSE) launched the List of Classified Explosives and Fireworks (LOCEF).
Under the 1983 Classification and Labelling of Explosives Regulations (CLER) all explosives, including fireworks, must be classified before they are conveyed, kept or supplied in the UK.
LOCEF is a web-based, searchable database of all the fireworks and explosives which have been classified for the UK by the Health and Safety Executive. It was developed as a joint project by HSE and EIG to assist industry and enforcers in complying with the requirements of UK explosives law. It will be particularly useful for Trading Standards Officers in the run-up to the November firework season, enabling them to readily check if particular fireworks are classified.
Alan Duckworth, HM Chief Inspector of Explosives, said:-
"This is an excellent example of Industry and HSE working together to promote safety. HSE is extremely pleased that the EIG, through the Explosives Industry Forum, were able to offer HSE webspace and expertise in bringing this important database to the widest possible audience".
Brig Charles Smith, General Secretary EIG added:-
"The replacement of a paper publication with a searchable electronic web database is a huge step forward in ensuring compliance and improving explosives safety"

UN meeting on default classification of fireworks
Disagreement at the UN meeting led to the Committee on Transport of Dangerous Goods abandoning the proposals for a UN-wide default classification scheme for fireworks.
The matter may be revisited in 12 months if more evidence on the contentious issues (Roman Candles and Rockets) is produced.
Although the UN proposals were draconian, the failure to implement an agreed default allows each country to adopt their own, probably quite different, "defaults" and we can expect challenges to existing classifications in the way that many have suffered recently at Hamburg!

MSER and COER delay
We beleive that MSER is now unlikely to come into force until April 2004 and that the revised COER regulastions are to come into force shortly afterwards.
Consequently, if there are issues regarding MSER that you did not have time to comment on to HSE - you have a further chance to make your comments known.

Please note that we would like your initial responses to the MSER consultation document by this Friday (19th April) so that we can plan future consultation meetings with EIG members and non-members.
Naturally this does not preclude you from providing direct responses to HSE, but what EIG can do is to provide HSE with a collated response, reflecting member's views, which will provide a starting point for future discussions with HSE.

Enschede verdict delivered
A Dutch court has sentenced the two owners of a fireworks factory to six months for illegally storing fireworks that exploded and killed 20 people in the town of Enschede on 12 May 2000.
The men were found guilty of importing and selling illegal fireworks, breaking safety codes and violating storage licenses, but the pair were both acquitted of the more serious charges of negligence for the fire.

Happy Easter! We hope you have all had time obver the Easter break to look at the MSER consultation papers!
We are in the process of arranging the first EIG meeting to discuss MSER - to be held on 16th April - so we do need to have your responses to the MSER documents as soon as possible in order to be able to structure topics for the day.
MSER is the greatest change to the Explosives Industry since, well, 1875! Without your feedback we are unable to put a representative and reasoned response to HSE. You can answer HSE's questions online to us, or by all means send your comments and thoughts by email to mser_response@eig.org.uk
